The purpose of this paper is to consider a meaning of conception of "thinking" in Hannah Arendt's philosophy, especially an implication for the aim of civic education. ln education children are primary identified with some culture or social form, but today, in furiously changing world, it is also  demanded  that children should acquire competence for thinking by oneself and creating some thing new not only inscience and technology but in human affairs.  How can we form such a being well ? In this paper, through considering Arendt's inquiry into human's "thinking" activity,  I will attempt to suggest how the activity of "thinking" goes beyond anything given. Arendt's inquiry into "thinking" activity is mainly found in "The lifeof the mind",  which has written in her later years. But l think already since 1950's Arendt has wamed seriously about the characteristic of the modern age, "thoughtlessness".  On the one hand, Arendt attacked the thinking activity of philosophers as the "contemplation", but, on the other hand, she claimed that  thinking activity should be taken back to everyone's task. In this paper l would like to clarify what the different conditions of two thinking activities are and  how such conditions would be ensured in modern society.
