【目的】日本の学校図書館の職員制度は未だ未成熟な状態にあり，職務内容については共通理解の形成に課題がある。そこで本研究では，学校図書館専門職養成の制度化について学校図書館法の成立と改正期におけるセクター及びアクター間の関係性を歴史的に分析し，その構造的な特徴と課題を明らかにすることを目的とする。
【方法】本研究では学校図書館法の成立と改正期におけるセクター及びアクター間の関係性を，橋本鉱市による〈国家〉，〈高等教育機関〉，〈専門職団体〉，〈現場・施設〉という四つのセクターから構成される構造を基に，歴史的に分析した。研究方法は文献調査である。分析の対象とする期間は，戦後から2014年学校図書館法改正までである。この中でも先行研究が少ない，二度の学校図書館法改正の時期を中心に分析を行った。
【結果】調査結果の分析から明らかになった構造的特徴は次の四点である。(1) 司書の専門職化の過程と比べて，強い政治的働きかけが見られること，(2) 読書の法制化をめぐり養成制度に影響を与えた従来のセクターの構造に変化が見られること，(3) 〈専門職団体〉の主要なアクターが複数の集団に分かれ意見の対立があること，(4) 〈高等教育機関〉と〈現場・施設〉のアクターが他のセクターとの関わりが弱いこと。分析から明らかになった構造的課題は次の四点である。(1) 全てのセクター間における従来の読書概念の拡充とその指導法に対する議論が不足していること，(2) 専門職養成へ〈企業〉と〈市民〉が関与する影響について，既存のセクター間における議論の促進が期待されること，(3) 〈高等教育機関〉による〈専門職団体〉の各アクター間の議論を蓄積・活用する必要があること，(4) 専門職養成における〈現場・施設〉の各アクターが自治体レベルで関係性を構築しイニシアティブを発揮すること。
Purpose: We aim to identify the structural features, problems, and areas for future development involved in the institutionalization of the training system for specialists in school libraries by analyzing the historical relationships among "sectors" and "actors" during the passage and revision period of the School Library Law.
Methods: We analyzed the relationships among "sectors" and "actors" during the passage and revision period of the School Library Law on the basis of a four-sector structure developed by Koichi Hashimoto. The research method was a literature survey, and the target period was from 1945 to 2014.
Results: The features: (1) strong political pressure being found more than the process of public librarians' professionalization, (2) changes being seen in the structure of the traditional sectors that influenced the training system in regard to the legislation of reading, (3) major actors in the Professional Organizations sector being divided into multiple groups with conflicting opinions, and (4) actors in the Higher Education Institutions sector and Fields and Facilities sector having weak relationships with actors in the others. The problems: (1) the need to expand the conventional concept of reading among all sectors and the insufficiency of discussion of a teaching method, (2) the anticipated facilitation of intersectoral debates on the impact of Business and Citizen involvement in professional development, (3) the need for accumulation and utilization of discussions by Higher Education Institutions among Professional Organization actors, and (4) each actor in the Fields and Facilities sector establishing relationships and demonstrating initiative at the municipal level.
