本研究は、アジア諸国におけるポピュリズムを通時的・国際的な比較の観点から理解することを目指す。具体的には、3 年間の計画 で、日本とフィリピンの 2 カ国をアジアの中心的な事例として検討し，その分析結果を世界の他の地域やアジアの他の国の状況と比較して包括的な理解に繋げることを目的としている。第 2 年次となる今年度は、日本に関しては玉井が次の 2 つの分析を行った。(1) 1937年の日中戦争勃発以後の文壇における翼賛政治への関与のあり方として、日本文学報国会の結成過程を分析した。(2)日中戦争以降、日本政府の依頼で文壇が行ったプロパガンダ活動として「詩」、「短歌」、「俳句」がそれぞれどのように異なる形で活用されたのかを明らかにした。また、フィリピンに関しては、粕谷が次の分析を行った。(1) 前年度に実施した、ドゥテルテ大統領に対する支持態度がどの程度「社会的のぞましさバイアス」によるものなのかに関するサーベイを論文として学会報告した。(2) ドゥテルテ大統領期になってからフィリピン人の政治体制に対する態度が「イリベラル」になっているという通説に対し、新規に行った世論調査と、過去に(World Values Surveyによって）行われた世論調査の結果を接合して、実際にはそのような変化が起こっていないことを明らかにした。また、2022年3月には、オンライン上で東南アジア諸国における民主主義の後退に関する2日に間にわたる国際ワークショップを粕谷が中心となって企画・実施し、(2)の論文を報告した。８本論文が報告されたこのワークショップでは延べ150人の参加があった。
This study aims to understand populism in Asian countries from a diachronic and international comparative perspective. Specifically, this three-year project aims to examine two countries, Japan and the Philippines, as centrally important cases in Asia, and to compare the results of the analysis with the situation in other parts of the world and other Asian countries in order to develop a comprehensive understanding. In the second year of the project, Tamai conducted the following two analyses on Japan. (1) The formation process of the Nihon Bungaku Hokokukai was analyzed as an example of how the literary circles became involved in wingnut politics after the outbreak of the Sino-Japanese War in 1937. (2) After the Sino-Japanese War broke out, how "poetry," "tanka," and "haiku" were utilized in different ways as propaganda activities conducted by the literary circles at the request of the Japanese government. On the Philippines' populism, Kasuya conducted the following analysis. (1) Based on the survey conducted in the previous year on the extent to which support for President Duterte is due to the "social desirability bias", she wrote a paper and presented it at the annual meeting of the Philippine Political Studies Association. (2) She wrote a paper that examined to what extent Filipino voters were becoming illiberal under the Duterte administration. In addition to using the existing data provided by the World Values Survey, she commissioned a new survey at the Social Weather Stations on the questions concerning voter preference on various regime types. This paper was presented at the online workshop in March 2022. Kasuya organized this two-day workshop on the theme of democratic backsliding in Southeast Asia, and it was well attended with about 150 registrants.
