現代社会において、リスクはますます巨大化、複雑化、国際化している。東日本大震災を始めとした多くの地震災害を経験した我々にとって、改めて現代社会においてこのレジリエンスをどのように高めるかが大きな課題となっている。こうした中で、社会におけるレジリエンスを高めるうえで保険機能の重要性に対する認識が一段と高まっている。保険は本来レジリエンスを目的とする手段であり仕組みである。
本研究では、巨大災害に対する社会的なレジリエンスを考察対象として、保険がレジリエンスのために何ができるか、そして保険機能を引き上げるために何をするべきかを考察した。保険機能を高めるためには、損害防止活動つまりリスクコントロールが重要である。リスクコントロールにより損害を軽減することにより、保険機能を高めることができ、レジリエンスの効果を大きくすることになる。そのためには、保険事業自体のレジリエンスを高めるためのシステムを構築しなければならない。
地球温暖化が進む中で、多発する巨大損害をもたらす自然災害に備えて、我々は、もっとレジリエント（強靭で柔軟）な社会にしていかなければならない。そして、レジリエントな社会の構築のために、社会全体で協力する体制を作ることが重要であり、そこにおいて、保険システムは中心的な役割を担うことが期待されている。
In today's society, risks are becoming increasingly large, complex, and international. Having experienced many earthquake disasters, including the Great East Japan Earthquake, we are once again faced with a major challenge: how to enhance resilience in modern society. Under these circumstances, there is a growing awareness of the importance of the insurance function in enhancing resilience in society. Insurance is essentially a means and a mechanism to achieve resilience.
In this study, we examine what insurance can do for resilience and what should be done to enhance the insurance function, taking social resilience against catastrophic disasters into consideration. In order to enhance the insurance function, loss prevention activities, or risk control, are important. By mitigating losses through risk control, the insurance function can be enhanced, thereby increasing the effectiveness of resilience. To this end, a system to enhance the resilience of the insurance business itself must be established.
We must make our society more resilient (strong and flexible) in order to prepare for natural disasters that will cause frequent and massive damage in the face of global warming. In order to build a resilient society, it is important to create a system in which society as a whole can cooperate, and the insurance system is expected to play a central role in this process.
