国連は2015年に17箇条からなるSDGs(Sustainable Development Goals)を採択し, 2030年までを達成期限とする新たな地球規模の目標を掲げた。この運動は2000年から2015年までに掲げられたMDGs(Millennium Development Goals)を継承する目標であるが, MDGsが主に開発途上国を対象にした目標であったのに対して, SDGsはすべての国連加盟国が参加するべき目標である。さらには国や地域だけでなく, 企業, NGO, 大学など広範な組織を対象となっており, 運動の広がりが全世界にわたることが期待されている。そうした中で, 日本におけるSDGsの認識や普及は未だに広がりを見せておらず, 欧米や中国などの取り組みとの間に温度差があると言われている。日本政府も2017年8月に外務省が1075億円を国連に寄付し, 専門の部局を立ち上げるなど積極的な取り組みを見せはじめている。また経団連は2017年秋に企業行動憲章を改定し, その中心にSDGsを位置付けている。日本の企業の取り組みはまだ活発であるとは言いがたく, 世界的に見ても遅れを取っている状況である。今回の研究では内外の文献を収集するとともに, 国内企業へのインタビューを通じてその取り組み状況の実情を把握した。さらには2018年1月18日には慶應義塾大学三田北館ホールにおいて外務省, 経団連, 国連大学, 民間企業, 新聞社, NGOなどの代表者を集めてシンポジウムを実施した。180名の参加者を得ることができ, また日本経営倫理学会, 経営倫理実践研究センター, 外務省などの協賛を得てこれまでの内外の取り組みを整理, 認識し, さらには非常に良い普及・啓蒙の時を持つことができた。このシンポジウムの講師をこの研究の一環として招くことができたことは, 今後の幅広い研究の端緒を開く, 非常に効果的な機会になったと考えている。
In 2015,the United Nations adopted the Sustainable Development Goals, which consists of 17 global agendas that are supposed to be attained by the year 2030. Sustainable Development Goals succeeded the Millennium Development Goals which successfully ended in 2015. Unlike MDGs, SDGs are expected to be adapted by the all the United Nations member countries. Corporations, NGOs and Universities etc., are also encouraged to participate, so that this movement will spread all over the world. However, recognition level of SDGs still remains low among the Japanese public. The popularity and enthusiasm among European nations and the United States and even in China there is more interest for this movement. Japanese government donated about 1 billion dollar to the United Nations last summer specifically for the SDGs and organized special bureau within the Ministry of ForeIgn Affairs. The Federation of Economic Organization also revised their Codes of Business Ethics last summer; they cited SDG principles as a core portion their code. In this study, I conducted several interviews with Japanese corporations, NGOs and governmental organizations. As a result, I organized "UN SDGs Symposium" on January 18, 2018 at Keio University Mita Campus. Over 180 participants gathered; it was an epoch-making opportunity to develop both academic and practical applications for the future.
