Calling attention to the farmers in the transitional rural societies of Vietnam and Lao PDR, this study examines the basis of some of their choices (behavior) which development planners often characterize as irrational or contradictory, and as reflecting the lack of the awareness of their role in economic development. Closer observations of these farmers shed a different light, illuminating some of the conditions influencing the farmers' behavior. This study argues that their choices, seemingly irrational, result from the farmers' efforts to maintain a degree of consistency in their behavior under the conditions where information on both choices and their consequences are incomplete.
