| Abstract |
The purpose of this essay is to examine human security as a framework to capture policy issues in East Asia, and not as a policy goal. Through the close examinations of 1994 Human Development Report (United Nations Development Program), 2003 Human Security Now (Human Security Commission) and other documents and developments, the essay argues for the need for a micro perspective that can develop a contextual capturing of the policy issues; for a liberation of human life from the dominant mode of thinking that it is always in‘transitional’ phases; and for a liberation of individuals from the status of ‘beneficiaries’ of a given policy.
本論文では、政策目標としてではなく、東アジアの政策課題を把握する一つの枠組みとしてのヒューマンセキュリティを検討する。1994 年の国連開発プログラムの「人間開発報告」から2003年の人間の安全保障委員会の「人間の安全保障の今」などのドキュメントなどの検討を通じて、政策課題を把握する上でのミクロの視点の重要性、人間の生活を「過渡期」という視点から解放することの重要性、そして、人間を政策の受益者という視点から解放することの重要性を説いている。
