インターネットは、個人を公的空間に現すことを容易にした。個人は相互に共有できる価値観を背景として、ネットワークコミュニティを形成し、貢献主義に基づく地域社会活動を展開している。本研究は、コミュニティならびに公共性に関する論調を整理し、ネットワークコミュニティの形成と受容を電子自治体政策の基本方針として取り組んできた神奈川県大和市の社会実験を踏まえ、ネットワークコミュニティを基礎とした電子自治体デザインのあり方を示すことを目的とする。 The Internet has made it easy for an individual to express to public space. The individuals go into contributive activities by forming network communities with the background of a mutually shareable sense of human values. This research aims at showing the new design concept for a network community based e-Government by a literature search on a community and publicness and based on the social experiments of Yamato City, Kanagawa, Japan, which has a basic policy for accepting and creating network communities.
