Abstract 
本研究課題では、20世紀前半のアメリカ合衆国で各分野の専門家が政策形成に大きな影響力を持つようになった要因を、構成員に専門家が登用されることの多い独立行政委員会制度の発展過程の検討を通じて探った。その結果、独立行政委員会が裁判所類似の行政機関として構想されており、法の専門家である法曹によって占められる、それまで中心的な政策執行機関である裁判所が、当時の政策決定者によって他分野の専門家を政策過程で活用する際のテンプレートとして用いられたことが明らかとなった。
