| Abstract |
近年、我が国の住宅政策の考え方に大きな変化が見られる。そのうち、大きなものの一つは、従来の供給面あるいは直接供給を中心とする発想を大きく改めて「供給面から需要面へ」あるいは「直接供給から居住者補助へ」と全面的に転換していることである。居住に関するヒューマンセキュリティの観点から我が国の住宅政策の中心を担ってきたのは、低所得世帯を対象とした公営住宅であったが、これに対する代替案として、使途を制限した、消費者に対する直接補助金であるバウチャーが注目されるようになってきた。本稿では、アメリカにおける過去30年の住宅バウチャー実施の経験や政策論争について検討し、バウチャーによって現在の我が国の公営住宅が抱える問題の多くを回避する可能性があることを明らかにした。また、導入を検討する際の重要な論点として、(1)家賃上昇、(2)既存公営住宅の扱い、(3)水平的公平の3つを指摘し、それらの具体的意義を検討した。
