Abstract 
1992年以降，中国における市場経済の確立に伴い，地域経済格差が急速に拡大してきた。中央政府はこの問題を解決するために，1999年に「西部大開発」，2004年に「科学的発展観」を打ち出し，西部地域への移転支出や投資プロジェクトへの融資を拡大している。しかし，地方政府の地域利益の保護，特に西部地域の「改革・開放」の遅れにより，東西両地域の経済格差問題は依然として残っている。
