本研究では, 2018年に100周年を迎える原敬内閣にいたる二大政党制における政治的リーダーシップの形成と政党ガバナンスのあり方について研究を進めた。具体的には, 原敬のリーダーシップと立憲政友会の政党ガバナンスを, 最大野党である憲政会のそれと比較するかたちで調査を行った。
具体的な成果としては, 明治初期における藩閥と旧幕府・賊軍の関係からときはじめ, その部分は『東京人』に掲載された原稿として公表することができた。同稿は英訳され, インターネット上でも公開されている。
同じく100周年を迎えている第一次世界大戦との関係では, 國立台北大學日本研究中心で行われた国際会議「國家政策與經濟發展」において, 東アジアの日本研究者たちと議論を深め, ブエノスアイレス大学で開かれた国際ワークショップ "The Great War seen from the 'Periphery', East Asia and Ibero-America"では, 第一次世界大戦における辺境という視点から, 欧州の政党政治, 政官関係との比較を行い, ドイツ, ベルギー, イギリス, ポルトガル, アルゼンチン, 中国からの研究者と議論を広げることができた。
現代との比較の文脈では, 目下話題となっている政官関係について「150年目の政官関係」(『公研』646号)。「【完全解説】日本の「国家」を作った官僚たち。150年目の異変」(Newspicks)などで, 原内閣における政官関係との比較で論じ, 北京大学政府管理学院, 人事院公務員研修所などの講演でも広く知見を提供することができた。
本研究の内容については, すでに2018年5月にボストン, 6月にトルコ, 10月に日本政治学会での報告と同年末の著書刊行が決まっている。来年度もこの内容を継続して, より大きな成果につなげていきたい。
In this research project, I tried to explore the power structure of two party system in post-war Japan from the view point of political leadership and party governance. To be more precise, comparing Hara Takashi's RIkken Seiyukai party and Kato Takaaki's Kenseikai party.
As the result in this academic year, publishing an article about Meiji Revolution's power shift(in Japanese). It have already been translated in English, and uploaded on the website of the ministry of foreign affairs.
Related with the 100 years anniversary of WW1, I did two international presentation in Taipei and Buenos Aires, comparing Japanese politico-bureaucrat relationship and European's one.
For the context of comparing the status-quo, two articles and two lecture I did about this topics.
It is on the schedule of 2019 academic year that I make presentations in Boston, Turkey, JAPS, and publish a book. I will continue this issue in coming year and make much more result.
