| Abstract |
近年急速に注目を浴びている生態系減災の日本における位置づけを解説し、東日本大震災の被災地である宮城県気仙沼市を対象に、ハビタットが開発され失われたことが被害を拡大させたことを論じた。2011年の津波により浸水した市中心部は1913年から2011年の間に、急激に都市的土地利用が増加し、逆に水田が激減した。その結果として気仙沼市中心部において1140億円以上の被害を被ることになった。人口減少時代においては生態系減災を活用し、自然立地に適した土地利用を行う必要がある。
