今日, 憲法第九条と日米安保条約を2本柱とする「九条－安保体制」は継続しながらも, ついに2015年9月, 戦後長い間ほとんど可能性がないと思われてきた集団的自衛権の行使を可能とする「平和安全法制」が成立した。しかし, その中身自体は, 世界の先進民主主義国の多くの安全保障政策のレベルには達していない。この「ギャップ」はどう理解したらよいのであろうか。本研究は, 以上の疑問を解くために, 「九条－安保体制」の起源, 生成, 制度化, 変調の過程を, 戦後日本の外交と安全保障政策の展開を実証的に跡付けながら分析した。その考察から, 以下のことが明らかになった。
1)占領期において, 日本政府は戦後憲法と日米安保条約を基本的に甘受するが, 占領終了後, 戦前の流れを汲む保守派から, 改憲による軍事力の保持と日米安保条約の片務性解消の動きが起きる。しかし, いずれも未完に終わり, その後戦1980年代まで憲法と日米安保条約を二本柱とする日本外交の枠組みは維持, 強化された。
2)しかし, 1990年代半ば以降, 北朝鮮の核開発問題や台湾の民主化と中台関係の動揺に対する日本の政治が世論の反応を背景として, 戦後日本外交の変調が始まった。とりわけ, 外交政策決定者の間で, 対中外交の基調が根本的に変わり, 対中脅威認識と歴史問題をめぐる対中強硬姿勢が顕著となった。
3)その結果, 21世に入ってから日本政府は, 国内政治において戦後日本外交の基調にあった戦後憲法への違和感を増幅させつつ, 歴史問題では戦後の融和的な姿勢を転換させ, 中国への対抗を基点に組み立てられるようになった。にもかかわらず「九条－安保体制」に変化は起きていない。
4)結局のところ, 上記の「ギャップ」は, 保守政権が「九条－安保体制」に不適合現象を起こしながら, 政策的なアウトプットはその枠を超えていないものとして理解することができるだろう。
While the postwar regime of Japanese diplomacy premised on the Article Nine of the Postwar Constitution and the US-Japan Security Treaty still remains intact, the "Pease and Security Legislation" of September 2015 made it possible to exercise the right of collective defense which had been interpreted as unconstitutional by the Japanese administrations successively. The substance of this legislation, however, renders Japanese security policy still far behind the level of many advanced democratic nations' policies. This study has explicated this puzzle by tracing the evolution of the postwar regime of Japanese security policy over the past 70 years since the end of the Second World War. The findings include :
1) During the occupation period, Japan had embraced the Postwar Constitution and the US-Japan Security Treaty, while soon after the occupation there occurred moves by conservative politicians to seek autonomy out of these schemes constraining Japan. They, however, turned out to be unsuccessful, and the postwar regime remained unchanged and even became consolidated into the 1980s.
2) Since the mid-1990s, however, these premises of postwar Japanese diplomacy and security policy began to change, affected by the threat perceptions toward North Korea and China.
3) As a result, Japanese government has grown frustration toward the Postwar Constitution and the conciliatory way of dealing with the history problem with its neighbors, and begun to construct its overall diplomacy by defining China as a basic reference point. The postwar regime rooted in the Constitution and the US-Japan Security Treaty, however, has remained intact.
4) In sum, the puzzle points to the discrepancy between the conservative government's mal-adjustment to the postwar regime, on the one hand, and the policy outcome which still remains within the boundaries of the postwar regime.
