長い歴史をもつ英国コーンウォール地方の主要産業, 錫鉱山業は, 1921年に事実上操業停止の状態に陥った。第1次大戦末期よりこの産業の窮状の原因と対策をめぐって鉱山業当事者, 地方政府当局者, 中央政府の間には様々な議論がなされた。この議論の過程を追うことによって, それぞれの関係者間の対応の相違について考える。第1部(本稿)では, 世界錫産業におけるコーンウォール錫鉱山業の客観的位置を確認した上で, 「非鉄鉱山業に関する商務省委員会」(1919‒1920年)に至る経過と委員会報告書の内容について検討する。第2部(次稿)では, 委員会での証言, 議会討論, 地方新聞などに表された言説を通してそれぞれの立場にあった人々の考え方を明らかにする。衰退産業にどのように向き合うべきかを考える材料を提供する。
In 1921 the Cornish tin mining virtually ceased its operation for the first time in its long and prosperous history.
A debate about the causes of the suspension and the devices for remedy was invited among the people in the industry, the local authorities, and the Government.
Tracing their discussions, the causes and reasons for the difference in their opinions will be examined.
In Part 1 (this paper) after confirming the situation of the Cornish industry in the history of the world tin mining, the process led toward the enquiry made by the Departmental Committee (1919-1920) is investigated.
In Part 2 (the next paper) the backgrounds of the people with different opinions will be considered mainly based on the minutes of evidence given to the Committee, Parliamentary debates, and articles of local newspapers.
