近年ではグローバル市場の拡大・深化を受けて、国内及び国際的な経済格差をはじめとする様々な問題が生じている。そうした中でグローバルガバナンスの構築が求められているが、現在の主権国家体制の延長にどの様なグローバルシステムを築けるのか、明確なビジョンは存在していない。本論ではそうしたビジョンを得るために、財産権保障により成立する「市場に基盤を置いた社会システム」が、現代のグローバル社会へ繋がる歴史的展開を追う。その過程で、財産権保障を内包する議会制度における民主主義とは「市場に基盤を置いた社会システム」のビジョンであると捉え直す。そして今後のグローバルシステムのビジョンとしてそうした民主主義のグローバル化を求める。その上で世界的民主主義の実現に必要な新しい制度のデザイン条件を探り、それを具現化するようなソーシャルメディアのデザイン提案を行う。
In recent years, numerous problems such as domestic and international economic disparities have surfaced due to the highly globalized economy. Despite the urgent demand for construction of global governance, there is currently no clear vision of how to structure a global system as extension to the current sovereign state.
This thesis first traces how the market-driven social system that is based on property rights has led to the emergence of modern global society. Through such historical analysis, parliamentary democracy is reviewed as the part of mechanism of “market-based social system”. The thesis outlines the functional conditions of a new governance system necessary to practice the global-scale democracy. Finally, the design of social media that satisfies the functional requirement is proposed.
