東京オリンピックが都民の東京都への評価に与えた影響を測るため、本研究は2019 年から2022 年に東京、名古屋、大阪の各都市1000 人以上(計3115 人)の住民を対象にパネル調査を実施した。本調査では、東京都が2020 年オリンピック開催に向けて強化した政策の質、政策過程、そして居住自治体への信頼について質問した。データ分析には、都民の東京都に対する業績評価と、名古屋及び大阪市民の評価を2020 年前後で比較する差分の差分法を採用し、オリンピック関連政策の効果を特定した。分析結果は、政策の質及び過程の評価に対しp 値10%未満の負の影響、信頼に対するp 値5%未満の負の影響を示した。
The COVID-19 pandemic led Tokyo 2020 to be the first postponed Olympics. Banning foreign visitors and onsite spectators, the Games were held in 2021, which brought few short-term benefits to the host city. However, the International Olympic Committee (IOC) maintains that Tokyo 2020 will create long-term benefits for the host city through Olympic legacy. This study tests the IOC’s claimed legacy, particularly the Olympics’ long-term benefits for the relationship between the host city government and citizens. It adopts a difference-in-differences design between 2019 and 2022 that compares Tokyo residents with Nagoya and Osaka residents. The study conducted a four-wave online survey in which 3,115 Tokyo, Nagoya, and Osaka residents rated policy outputs, process, and trust in their city governments. The analysis reveals the negative effects of the Olympics on Tokyo citizens’ evaluations of policy outputs and process (p < .1) and their trust in the government (p < .05).
