本研究では、中東地域からヨーロッパ諸国への移動が多くみられるアラブ系移民／難民の中でも、特にパレスチナ難民とシリア難民に焦点を当て、彼らの移動の実態と、そこに国際的な政策協調が与える影響について検討を加えた。FRONTEX（EU国境管理局）を訪問し、人の移動管理に関する協調体制について調査した他、2015年の欧州難民危機で最も多くの難民を受けいれたドイツで、その後の受け入れの実態や社会の変化について検討した。また移民／難民の経由地であるレバノンやトルコでは、欧州での受け入れ縮小に伴い、難民の定住や帰還促進に向けた動きが起きていることを明らかにした。
This research investigated dynamics of the Arab migrants-refugees from the Middle East to European countries and influence of the international migration policies toward their movement especially focusing on Palestinian and Syrian refugees. The observation and interviews of the activities of the FRONTEX (European Border and Coast Guard Agency) suggested changing collaboration for the control of human mobility since the refugee crisis in 2015. In Germany, field research was conducted about the accepted Syrian refugees and social change thereafter was clarified. Beside transition of the acceptance in the European countries, its impact for the migrants-refugees was observed in transit countries in the Middle East. Acceleration of either resettlement or repatriation of refugees from Syria by various actors was observed in Lebanon and Turkey. These methods followed the blockade of the new refugees’ acceptance after the EU-Turkey agreement and prolonged Syrian conflict.
