本研究の目的は、開発途上国において「貧困削減と環境保全の両立性」(持続可能性)がどのような条件の下で可能となるかを探ることにある。農村都市間人口移動を背景とする都市失業のある小国開放二重経済モデルを、農村地域に(農業ではなく)オープンアクセス下にある再生可能(環境)資源を使う産業(資源財産業)がある設定に修正する。このモデルで、農村(環境)資源財への輸出税が農村資源ストック、都市失業率、経済厚生に及ぼす短期的・長期的な効果を分析する。そして、資源ストックの定常状態では「農村環境資源の保全」と「都市貧困(失業)の解消」とがつねに相反することを示し、それらを両立させる最善政策を導出する。
The purpose of this study is the examine conditions for the compatibility between poverty reduction and environmental protection (sustainability) in a developing economy. We extend a small-open dualistic economy model with urban unemployment, which is standard in development economics, by introducing a resource-good sector based on an open-access renewable resource into the rural sector. We examine the short- and long-run effects of an export tax on the rural resource good on the rural resource stock, urban unemployment rate and welfare. It is shown that the export tax decreases the use of rural resource stock but necessarily increases the urban unemployment rate in the steady state. We derive the first-best policy that makes the two goals compatible.
