本稿は, 共産主義体制の単一銀行システムから市場経済体制の二層式銀行システムへの転換プロセスにおいて, 当時の経済状況に即応して展開された財政・金融政策を踏まえ, 国家銀行から分離独立した民間銀行と新設された民間銀行, さらに連邦国家の解体に応じて分割された中央銀行, その結果成立した共和国における新設中央銀行について, 法制的・会計的側面にも立脚して実証的に追究することを目的としている。以下4点から構成される。
第1は, 単一銀行システムの資金流通構造を解明したうえで, 体制転換後の二層式銀行システム成立について外国銀行進出を含めた民間銀行開設時の基本ルールと新たに誕生した民間銀行の傾向から分析する。
第2は, チェコスロバキア国家銀行SBČSから分離して設立された最大民間銀行コメルチニー・バンカKBの事業展開について, 創業当初に作成された2種類の「貸借対照表」から「借方側」と「貸方側」に分けて比較・精査し, また「損益計算書」からは収益状況を検討する。
第3は, 共産主義体制下の負の遺産としての不良債権問題および世界市場の編成条件としての価格・貿易自由化問題を解明し, それらの諸問題への対応政策と銀行への影響を考察する。
第4は, チェコスロバキア連邦共和国の解体に基づいた中央銀行としての国家銀行SBČSの2分割方法の原則と問題点, その結果設立されたチェコ国民銀行ČNB(中央銀行)について, 財務状況, 組織の特徴, 民間銀行との関係(銀行監督)を究明する。
The Purpose of this paper is to elucidate in term of the legal basis and accounting aspects, the policy measures of central bank Czechoslovakia State Bank (SBČS), the business conditions of Komerčiní banka (KB) and matters of Česká Narodní Banka (ČNB) at the time of its establishment in the context of the fiscal and monetary policy of the transition process.
1. After the flow of fund of the former Monobank system is defined, the problems of the two-tier banking system in transition period and the basic rules of the private banks including the foreign banks, is examined.
2. The actual situation of Komerčiní banka with two types balance sheet, that has been recorded for the two years of foundation is compared and examined from the debit side and the credit side, then revenue situation also is analyzed from the profitand loss statement.
3. Negative legacy, namely the bad loans under the communist regime and organization conditions of the global market, namely the liberalization of prices and trade are discussed about the corresponding policies and the impact on banks
4. The principles and the problems of the method of dividing the State Bank SBČS based on the separation of Federal Republic, the financial situation of ČNB founded as this result, the features of its organization and its relations between the private banks (banking supervision ) are considered.
