| Abstract |
職業に対する資格はサービスの担い手と受け手の間での内容に関する情報の非対称性が高い場合において設定されることが多い。しかし,資格を得る際にクリアーしなければならないハードルについては必ずしもサービスの内容を反映しているとは脹らない。なぜなら,ハードルの存在はサービスヘの参入を制限することから非競争的供給によるレントが発生し,そのレントが資格獲得のインセンテイブになっているからである。ハードルが高くなると非競争状態が強まり,レントが上昇し,留保賃金の高い人材を集めることができると同時に,資格取得後のモラルハ
