従来の研究は.1890年不況時における紡績聯合会を中心とした輸出振興策について,不況対策としての輸出ダンピングの共謀とその失敗と評価し,1890年代後半に進展した国内紡績業の輸出産業化の要因として,為替変動,政府の保護政策という企業経営とは直接的には無関係な外部環境の変化に力点をおいている。しかし, 1890年の紡連輸出推進決議は,操短のような短期的調整手段と同列にとらえるべきではなく,国内・中国市場双方においてインド綿糸がシェアを占める高番手綿糸市場への参入を目指した戦略の一部として採択されたものであっ
