本稿は，金澤周作『チャリティの帝国──もうひとつのイギリス近現代史──』が描きだすイギリス近代におけるチャリティの歴史的展開を参照軸としつつ，その前史として前近代ヨーロッパの都市が経験したチャリティ活動の特性をイングランドとネーデルラントの事例の比較を通じて考察した。
中世のキリスト教的チャリティが，《カリタス》と《ミゼリコルディア》の複合的概念として理解されていたことを前提に，中世後期から近世初期にかけてイングランドとネーデルラントの諸都市（ロンドン，ノリッジ，ヘント，レイデン）において展開された救貧事業を3つのカテゴリーから検討した。第1に，施療院をはじめとして，貧民などを受け入れて給養した《収容型》の施設の展開である。第2に，小教区をベースとして直接貧民に物的救済を行ったネーデルラントに特徴的な救済組織（《貧者の食卓》）である。小教区をベースとした救貧活動は，イングランドでは16世紀後半以降に発展していくことから，その時期的差異が注目される。第3に，同業ギルドと宗教ギルド（兄弟会）の救貧活動について，両地域の都市における違いを検討した。
以上から，中近世のヴォランタリー・アソシエーションの多様な在り方，小教区レベルのチャリティの展開などが近世以降のイギリス人のチャリティの心性を形作った重要な要素であったのではないかと考えられる。
This paper discusses some aspects of medieval and early modern European charity and social assistance. English and Netherlandic cities have similarities and differences. First, the hospital and almshouse development was common in England and Netherlands. Second, the parish-based organization of "poor tables" was active in Netherlandic cities from the thirteenth century, whereas such parish-based organization can be found in later sixteenth-century England. Third, occupational and religious guilds or confraternities played a vital role in the poor relief in both countries. Comparing London, Norwich, Leiden, and Ghent, we can conclude that medieval and early modern voluntary associations and parish-based poor relief systems shaped the English charitable mind after the early modern period.
