Soviet peasants skillfully used the socialist regimes' livestock insurance system to frequently receive prices more than the market value for dead livestock. Therefore, livestock deaths or losses did not cause bankruptcy and decline of the peasant economy, but instead were considered as an opportunity to reset the economy. In addition, the Soviet government sought to achieve four main goals through the livestock insurance scheme: the protection of the peasant economy, a way out of the economic difficulties, a method for hedging the risk between peasants, and the replenishing of national finance.
