Abstract |
明治期以来, 政府は保健衛生的な観点から廃棄物処理のための全国的な制度導入を図ってきた。近代的と言える廃棄物処理システムが導入されたのは第2 次世界大戦が終了した後のことで, ようやく焼却処理設備が徐々に導入され始めた。しかし高度経済成長期には廃棄物の排出量が急増したため, 日本全国で深刻な廃棄物問題が生じた。焼却処理の進展とリサイクルの推進によって一部問題は回避されたが, 本質的な問題は残った。真の問題解決のためには, 資源の高度な循環利用のための制度的インフラストラクチャーを設計する必要がある。
Japan has been developing a nationwide waste management system since the Meiji period. After the Second World War, Japan implemented a modern waste management system based on incineration; however, the subsequent rapid economic growth resulted in a commensurate increase in waste. Although this problem was partly solved by promoting waste incineration and recycling, because sustainable and circulative use of resources had not been completed, the fundamental problem remained unsolved. To overcome the double-bind con-straint that comes from the "peak-out" of natural resources and a lack of available landfill area, a well-designed institutional infrastructure needs to be developed and implemented to ensure sustainable and circulative use of resources.
