Abstract |
東日本大震災から3年以上が経つが, 被災地はこれからが本格的な復興の段階である。本稿では, 1つの方向性を持って中心市街地の回復を図ろうとしている石巻市のケースを採り上げた。基本コンセプトは, 定期借地権を介した「所有と利用の分離」による弾力的なエリアマネジメントの導入にある。まちづくりは住民とそれを取り巻く自治体を含む関係者間の協働によってなりたつ。石巻の試みが他の地域にそのまま当てはまるわけではないが, 他地域・都市において適用可能なコンセプトや手法を展望する。
Although three years have elapsed since the Great East Japan Earthquake, the disaster area is just at the start of a full-fledged reconstruction effort.
This study examines the case of Ishinomaki City, which is attempting to restore its city centre with a certain direction in mind.
The basic concept is the introduction of a flexible area management through the "separation of use from ownership" using fixed-term land leaseholds.
Community building is accomplished with the cooperation between residents and surrounding stakeholders including municipalities.
Although the attempts in Ishinomaki City may not be applied the way it is to other regions, this article proposes a perspective on the concepts and methods that are applicable to other regions and cities.
