本稿では, ①日本経済を取り巻く厳しいエネルギー環境を踏まえつつ, 新規制基準への対応が十分に可能な比較的新しい原発に限って再稼働を検討していくこと, ②福島第1 原発の廃炉については, 要する時間と資金の膨大さを考えれば, 国家プロジェクト化の選択肢しかないこと, ③使用済み核燃料の処理については, 全量再処理から一部再処理・一部直接処分への方針転換が必要であることを論じている。
This study discusses the following three arguments: (i) the resumption of operations should be limited only to comparatively new nuclear plants capable of sufficiently responding to new regulation standards, while considering the severe energy conditions surrounding the Japanese economy; (ii) regarding the decommissioning of the Fukushima No.1 reactor, given the enormous amount of time and money required, the only alternative is to turn it into a national project; and (iii) regarding the processing of spent nuclear fuel, a policy change from total reprocessing to a partial reprocessing/partial direct disposal is necessary.
