1980年代から90年代半ばにかけて, 中央政府は「放権譲利」（分権化）を進め, 中央政府のマクロコントロール能力の低下とともに, 財政のみならず, 産業政策の面においても, 地方政府は政策を取りまとめる中心的な役割を果たしていた。しかし, 90年代の半ば以後, 中央政府は財源の再集権化を図ると同時に, 地方政府間の政策競争も大きく変化するようになった。本稿では, 改革開放以後の移行期における中国の地方政府の競争政策の変遷を考察したものである。
From the mid-1980s to the late 1990s, the central government promoted "放権譲利" (decentralization); along with a decrease in macrocontrol ability by the central government, not only financially but also regarding industrial policy aspects, the local government played a central role in organizing policy. 
However, since the mid-1990s, the central government, while promoting the recentralization of the administration of financial resources, at the same time largely began to change policy competition among local governments. 
This study examines the changes in the Chinese local government competition policies during the transition period after the "Reform and Opening Up"
economic reforms.
