日本では強制労働について, 現在でもメディアで論議されているだけではなく, 強制労働の被害に対する損害賠償をめぐって裁判が進行中である。強制労働の裁判の原告側はドイツの補償政策を模範として補償の論理を展開しているとはいえ, 強制労働そのものについて, ナチス・ドイツと日本を比較しているわけではない。本稿では, ナチス・ドイツの強制労働の政策と実態と比較することによって, 日本の植民地労働者の強制労働の特徴を明らかにする。考察の中心は, 植民地労働者の強制労働政策の策定とその展開過程を追跡することにおかれる。日独の強制労働の共通性を浮き彫りにしつつ, ナチス・ドイツと日本の基本的差異はどこからくるのか, 試論的に展開することをねらいとする。
Forced labor in Japan is not only a subject discussed by the media, but trials are still in progress concerning compensation for the damages suffered by its victims. 
The plaintiff-side in the forced labor trials, while developing an argument employing German compensation policies as a model for their own compensation, they are not comparing Japan with Nazi Germany with regard to forced labor per se. 
This study clarifies the features of forced labor among Japan's colonial workers by comparing Nazi Germany forced labor policies and its realities. 
At the center of this observation is the tracking of forced labor policy formulation with regard to colonial workers and the development process of this formulation. 
Moreover, this paper tentatively develops where the fundamental differences between Nazi Germany and Japan exist, while outlining the commonalities between forced labor in Japan and Germany.
