| Abstract |
本稿は, 廃棄物の問題において, 不要物の回収と処理とを区別し, 各段階における外部性を抑えるための課税・補助金政策について考察している。その結果, 不要物の排出を抑えるための税率は, 回収された不要物の不適正処理を防ぐための税率よりも高くなることが示された。また不要物を回収する手段であるデポジット制度について, デポジットとリファンドの水準は, 一般的には異なるものであり, デポジットの方が高くなることも示された。
This study distinguishes recovery and processing of unwanted substances and considers the taxation and subsidy policies for reduction of externalities at each stage of the waste problem.
As a result, it indicates that the tax rate for reducing emissions of unwanted substances must be higher than the tax rate for avoiding inappropriate processing of collected unwanted material.
In addition, regarding the deposit system, which is the means for collecting unwanted substances, this study indicates that the levels of deposit and refund generally differ, with the level for deposit being higher.
