| Abstract |
わが国におけるエネルギー需要の価格弾力性は, 炭素税のような経済的手法で二酸化炭素の排出削減を期待できるほど大きくないという主張の根拠は疑わしい。本稿に示した推定結果では, わが国における長期の価格弾性値は全部門の平均で−0.5である。この値は, 諸外国のサーベイに照らしても妥当な大きさであり, 京都議定書の約束達成に向けて, 炭素税を含む適切なポリシー・ミックスを有効なものとするに足る大きさであるといえる。
Evidence is questionable for the argument that price elasticity of demand for energy in Japan is inadequate to expect reduced carbon dioxide emissions through economic measures such as carbon taxes.
The estimation results in this study indicate that the average of long-term price elasticity values in all sectors is −0.5.
This value, even when contrasted with surveys from foreign countries, indicates that the size is appropriate and sufficient for establishing efficient and appropriate policy mixes, including carbon taxes, to achieve the promises made in the Kyoto Protocol.
