| Abstract |
Ohyamaの命題は, 地域貿易協定の締結後も非加盟国の貿易量が以前の水準に維持されることがGATT24条において地域貿易協定が是認される経済的条件であることを示す。この論文はNAFTA, AFTA, EU, MERCOSURがもたらす非加盟国日本の貿易量・現地生産量への影響を推定する。推計結果から, EU, MERCOSURにおける貿易阻害効果, AFTA 以外の地域貿易協定による現地生産へのネガティブな効果が観察される。一部の地域貿易協定で観察された貿易・現地生産へのネガティブな影響は, 経済厚生を低下させずにGATT24条の地域貿易協定を実現することの難しさとグローバルな貿易自由化を同時に行うことの必要性を示唆する。
Ohyama's proposition shows that it is an economic condition for a regional trade treaty to be affirmed by Clause 24 of GATT to maintain trade volumes with non-member countries, at least at the same level after the regional trade treaty has been entered into.
In this study, we estimate the impact of NAFTA, AFTA, EU and MERCOSUR on the trade volumes and local production output of Japan as a non-member.
Based on this estimation, we can observe trade-blocking effects of EU and MERCOSUR and negative effects of regional trade treaties other than AFTA on local production. These negative effects observed through some of regional trade treaties on trades and local production imply the difficulty of realizing a regional trade treaty of the Clause 24 of GATT, without damaging the economic welfare and the necessity of achieving a global trade liberalization simultaneously.
