本稿では, 主に制度論的な視点から論じられてきた「温州モデル」研究に対し, 技術・技能の所在という視角を, 国内産業連関の形成とあわせて提起した。地場非公有制経営体の企業家機能が温州の産業形成と発展の主体的条件である一方, 計画経済と公有制部門の「技術的原始的蓄積」が客体的条件として重視されるべきであることを主張した。また, 温州から域外への資本移動が, 旧計画経済地域や商品経済発展の遅れた地域の移行を促進する可能性をもつことを指摘した。
This study proposes a perspective on the existence of technology/skills combined with the formation of an inter-industrial relationship, as opposed to past studies on the "Wenzhou Model" that were primarily discussed from the system theory perspective. 
In addition, it asserts that entrepreneurial functions of local non-publicly owned businesses should be the subjective condition for the formation and development of industries in Wenzhou, on one hand, and that a planned economy and "technological primitive accumulation" should be regarded as important objective conditions, on the other hand. 
Furthermore, this study highlights that capital transfers from Wenzhou to outside regions have the potential effect of promoting advancement in the regions, where the former planned economy was dominant and the commodity economy was not completely developed.
