拡大生産者責任（EPR）の原則の経済学的意義を明らかにした。第1に, 「なぜEPR か」についての従来の議論―特にOECDの議論―における混乱を解き, EPR の真の存在理由を明らかにした。すなわち, 収穫逓増等の現状への粘着的な傾向を生み出す原因があって, 外部性による資源配分の歪みを補正するための価格誘導を用いた政策が, 効率的な解に導かない可能性が強い場合に, 規制的・計画的な政策手法が効率的であり, かつ, その規制あるいは計画を, 外部性の発生点ではなく, むしろその上流に作用させることが効率的であるという状況で, EPRが意義をもつということを明らかにした。第2に, それを理論的に示す数理的な例を作った。第3に, EPR政策である家電リサイクル制度について, 収穫逓増の程度を検証し, EPR以外の政策が採用された場合と比べて, EPR政策をとった場合に, どのような効率的な状態が出現したと言えるかを推論した。
We discuss the significance of extended producer's responsibility (EPR) from an economic perspective. 
First, we clarify the real reason for the existence of EPR by elucidating confusion around prior arguments on "Why EPR?" especially those developed by OECD. 
In other words, we elucidate that in cases wherein a cause for a sticky tendency exists toward the status quo such as increasing returns and where the policies inducing prices to correct the distorted allocation of resources by externality are less likely to lead to an efficient solution, regulatory and systematic policies are efficient, and that EPR becomes meaningful in a situation where it is efficient to apply such regulatory and systematic policies to the "upper stream" rather than the point where externality arises. 
Second, we create a mathematical illustration to show this theoretically. 
Third, we verify the degree of increasing returns regarding the home electric appliances recycling system as an EPR policy to infer the efficient situation that has been realized by the EPR policy compared with the cases where non-EPR policies were adopted.
