E-Wasteと呼ばれる廃電気・電子機器は, 有用稀少金属も含む一方で有害物質も含んでいる。汚染を未然に防ぐという意味で適正に処理・リサイクルする場合, 処理・リサイクル費用が再資源化物の価格よりも大きくなる場合が多い。このとき, E-Wasteの潜在資源価値は通常の市場では顕在化されず, E-Wasteはリサイクルされずに廃棄されることになる。個別リサイクル法によって回収・リサイクルを促すことはできるが, 日本の個別リサイクル法には使用済み製品の回収を促進させる効果が小さい。このためE-Wasteは中国などの発展途上国に流出し, 不適正な形で処理・リサイクルされている。他国の環境を汚染するようなE-Wasteの輸出は規制する必要がある。
While scrapped electric and electronic devices and appliances, called e-wastes, contain useful rare metals, they also include toxic substances. 
When e-wastes are properly treated and recycled to prevent pollution beforehand, the costs associated with treating and recycling them often exceeds the market prices of recovered resources. 
In such cases, the potential resource values of e-wastes are not realized in regular markets, with the e-wastes getting abolished without being recycled. 
Specialized recycle laws can promote their collection and recycling, but Japan's specialized recycle laws are not very effective in promoting collection of used products. 
Therefore, e-wastes are exported to developing countries such as China, where e-wastes are not properly treated and recycled.
It is incumbent upon us to restrict such exports of e-wastes to prevent polluting environments of other countries.
