| Abstract |
本稿では、金融調節の本来の性格に言及したあと、短期市場金利等の操作目標のコントロールのメカニズムを解説する。金融政策の出発点とされる金融調節が本来中央銀行の銀行としての業務に由来することを踏まえると、金融政策に関する中央銀行の主張がより容易に理解されるように思える。また本稿では、操作目標のコントロールの解説に当たって、複数の銀行の存在とその期待の重要性を示す。
After discussing the traditional roles of monetary operations, this paper explains the control of operational targets, such as short-term interest rates.
By considering the fact that monetary operation, the start of transmission process of monetary policy, is a banking business conducted by a central bank as a bank, it becomes easier to understand the argument by a central bank for monetary policy.
This paper also highlights the importance to assume multiple banks to discuss the control of operation target as well as considering roles of expectations.
