中央銀行と政府の関係を見るうえで重要なのは、前者の信用統制と後者の財政統制それぞれの機制とその相互関係である。まずドイツの場合、中央銀行については、1993年以降の信用供与の対政府信用への特化と、政府については、33年の大蔵省からの国防軍予算統制権の剥奪を起点とする財政統制の弛緩が明らかである。39年の新中央銀行法による対政府信用にかんする制限の撤廃は、これに先立つ時期の中央銀行の政策の追認であると同時に、戦時下における財政統制の解体とあいまって、インフレ要因の形成に貢献した。
