| 抄録 |
Max Weber proposed the "Reichsprasident" i. e. Semi-Presidential Government (1919) for the democratization of the German political structure. His plan was based on "Parteifuhrertum" i.e. two party system with strong party discipline, and aimed at the stable party cabinet. Its precondition was the President had to be the party leader of the major party. He foresaw that the Republic would be suffered from an unstable coalition cabinet because of the polarized multiparty system. But in the Weimar Republic, the president was assumed the roll of counterbalance to the Parliament. Weber's plan was almost materialized 1962 in the Fifth French Republic, the neighboring state.
