The purpose of this study is to make clear Shigeki Nishimura's conception of "a moral association" and the practice of it in a local association of "Nihon-Koudoukai".
In "Nihon-Doutokuron", Nishimura stated a necessity of "a moral association" and appealed to people for the organization of it. He assumed that it would play an educational rolef or people who graduated the elementary education and didn't enter school. In "Kitougun-shikai", which was one of a local association of "Nihon-Koudoukai", Magoichiro Hashimoto who played a central role in it, tried to practice the conception. Therefore, he formed a gathering for agricultural discussion and a young men's association. But he didn't accepted the theoretical part in the conception. It is supposed that the theoretical part wasn't adapted to agricultural society in Meiji era.
