本研究プロジェクトの目的は、1990年代以降中国共産党が取り組んできた「公正で秩序ある市場」の構築をめぐる政治過程を、業界団体をめぐる政治動向に着目して明らかにするところにある。本研究課題について、2023年度は以下の３点において大きな進展があった。第一に、習近平政権が実施している業界団体の改革の経緯と現状を論文「習近平政権と『公正で秩序ある市場構築』の試み―業界団体のあり方をめぐる中国政治のダイナミクス―」としてまとめ上げ、21世紀政策研究所の報告書『習近平政権の羅針盤ーポスト／ウィズコロナ時代の諸問題とそれへの対処』（2023年5月）第一章として公刊した（http://www.21ppi.org/theme/data/230620.pdf）。本論文では、胡錦濤政権以来進められてきた国務院国家発展改革委員会主導の業界団体改革（業界団体と行政機関との切り離し）が、現習近平政権発足後も、党中央に設置された中央全面深化改革領導小組(後に委員会)の下で一層強力に推し進められてきた経緯を明らかにした。また同時並行で推進された業界団体に対する党の領導の強化がもたらす影響についても考察した。第二に、2023年12月7日、シドニー大学で行われたCSAA（Chinese Studies Association of Australia）において、”Pursuit of a “Cordial and Clean (亲清)” Relationship between Government and Business by the Xi Jinping Regime:a blend of law, party ideology and morality”と題する報告を行った。本報告では、業界団体の改革プロセスを、法とイデオロギーと道徳の融合という観点から捉え、それが地方レベルでもたらす逸脱について論じた。第三に、業界団体の中でも塩業に焦点を定め、スタンフォード大学フーバー研究所（2023年7月29日〜8月4日）、香港中文大学図書館大学服務中心（2023年8月20日〜8月25日）、国立国会図書館関西館（2024年3月21日〜3月23日）において、主に中華民国期以降の中国の塩業にする地方史・業界史の資料を収集した。
The purpose of this research project is to elucidate the political processes surrounding the construction of a "fair and orderly market" that the Chinese Communist Party has been pursuing since the 1990s, focusing on the political dynamics around the reform of industry associations. Significant progress in this research project in fiscal 2023 includes three main points:
Firstly, the paper titled "The Xi Jinping Administration and the Attempt to Construct a 'Fair and Orderly Market'—Dynamics of Chinese Politics Regarding the Reform of Industry Associations" . It was published in May 2023 as the first chapter of the report "The Compass of the Xi Jinping Administration—Issues in the Post/With-Corona Era and Responses" by the 21st Century Policy Institute. This paper clarified how the reform of industry associations, led by the State Council's National Development and Reform Commission since the Hu Jintao administration, continued to be vigorously advanced under the Central Comprehensive Deepening Reform Group (later Committee) established by the central party after the inception of the current Xi Jinping administration. It also explored the impacts of the concurrent strengthening of the party's leadership over industry associations.
Secondly, on December 7, 2023, a presentation titled "Pursuit of a 'Cordial and Clean' Relationship between Government and Business by the Xi Jinping Regime: a blend of law, party ideology, and morality" was delivered at the Chinese Studies Association of Australia (CSAA) at the University of Sydney. This report discussed the reform process of industry associations from the perspective of a fusion of law, ideology, and morality, and debated deviations at the local level.
Thirdly, focusing on the salt industry among industry associations, primary sources on the local and industry history of China's salt industry, mainly post-Republic of China period, were collected at the Hoover Institution at Stanford University (July 29 to August 4, 2023), the Chinese University of Hong Kong Library Service Center (August 20 to August 25, 2023), and the National Diet Library Kansai Branch (March 21 to March 23, 2024).
