本課題研究は、20世紀には移民流出国だったスペインが2000年代初頭に短期間で移民受け入れ国に変貌した過程をふまえて、その後21世紀の20年間に採られてきた移民政策と市民社会の反応を分析することを目的としてきた。なかでも国内での地域主義過熱の影響とそれに対抗する国家ナショナリズムを掲げて存在感を増すに至った極右勢力の動向から、それまで相対的に抑制されてきた移民排斥の言説が顕在化している状況を分析対象とした。
実際、本研究期間内に実施された地方選挙で極右政党は移民排斥の言説をともなう選挙キャンペーンを実施し、得票率を伸ばした地域もあった。しかしながら、本課題研究者が同党に投票した人々に対しておこなったインタビューからは、移民に関して、自分たちの生活に影響しないのであれば、例えば、同じ地区に住むことにはとくに反対はせずに許容する傾向が見られた。それよりも、居住している市町村の左派政権が低所得者やロマや困難を抱える人々に提供する公共住宅を建設すると決定したことに対して、それが自分たちの居住地の隣接に建設されることに猛反対が起こるという現象が見られた。彼らは低所得者向けよりも高齢者施設の方が必要ではないかと主張して集会やデモを行い(本音は、犯罪者予備軍が近所に来ることで治安が悪くなる)、結局、建設反対を掲げる極右が票を伸ばして政権交代が生じたケースもあった。こうしたことからは、移民排斥か自国民優先かというよりも、むしろ同じ価値観をゆるく共有し、自分が獲得したコンフォートゾーンを脅かさない存在かどうかという点が重視された投票行動であったとの分析が可能となった。
本研究課題では、2年間にわたって現地で継続的に資料収集及びインタビュー調査を実施する予定である。2024年度も引き続きスペイン学術高等研究院やスペイン国立図書館での資料収集や市民社会のアクターへの聞き取り調査をおこない研究を進めていきたい。
This study examines the formulation of the immigration policy and the reaction of the civil society in Spain, a country that went from being a migrant-sending nation to an immigrant-receiving one in the 2000s. The aim of this study is to explore the perceptions of immigrants in civil society, analyzing the radicalizing effects of regionalist movements in Spain and the trends of far-right forces in recent years.
At the time of this study, far-right parties in Spain conducted election campaigns for local elections that included anti-immigration rhetoric, while increasing their vote share in some regions. However, interviews conducted under this research with people who voted for such parties indicate that they are not particularly opposed to immigrants living in their district, as long as it does not affect their lives. Furthermore, when the lef-twing government in the municipality where they live decided to build public housing for low-income people, in particular the Romani people and other people with disabilities, it was met with fierce opposition. In the end, the far-right, which opposed such construction, gained more votes, resulting in the change of government.
The analysis of this case indicates that voting behavior was focused more on whether someone loosely shared the same values and did not threaten the comfort zone they had acquired, rather than whether they were immigrants or not.
This research project is an ongoing project of on-site collection of materials and interview surveys to be conducted over a period of two years (2023-24).
