2022年2月24日のロシアによるウクライナへの侵攻は、それまでの冷戦後のヨーロッパ安全保障秩序を根幹から大きく変質させていった。すなわち、1945年の国連憲章、1975年のヘルシンキ最終議定書、1990年のパリ憲章のような、ヨーロッパの主権国家の自決権を基礎とした国際体制が、大きく揺らいだのである。その変容の性質を理解するためには、冷戦後の30年のヨーロッパ国際関係の歴史を概観し、そのような歴史的な推移の中に今回のウクライナでの戦争を位置づける必要がある。
本研究では、そのような冷戦後30年のヨーロッパ安全保障秩序の変容を、イギリス外交の視座から論じる。イギリスは、前述の国連憲章、ヘルシンキ最終議定書、パリ憲章にいずれにもその策定に深く関与し、同時に国連安全保障理事会常任理事国の地位にあり、同時にNATOにおける中核的な国家でもあった。さらには、冷戦後のNATOの東方拡大に積極的な主要国であると同時に、1994年のウクライナの領土保全や主権を保証するためのブダペスト覚書署名国であり、また、さらには2022年2月のロシアによるウクライナ侵攻へ最も強い批判を行い、そしてウクライナへの軍事支援で主導的な役割を担ってきた。そのようなイギリス外交の視座から、アメリカやロシアからの視点による研究とは異なる独自の見解を提示できたと考えている。
Russian invasion to Ukraine that started on February 24, 2022, radically transformed the post-Cold War European security order. In short, it has shaken the international order based on the concept of self-determination of sovereign states stipulated in the United Nations Charter of 1945, Helsinki Final Acts of 1975 and the Paris Charter of 1990. To understand it, it is necessary to overview the historical outlook of the thirty years' history after the end of the Cold War.
In this research project, it will examined how Eurpean security order has been transformed in the last three decades from the point of view of British diplomacy. The UK has been a permanent member of the United Nations of the Security Council, and has committed to draft the United Nations Charter, Helsinki Final Acts and Paris Charter of 1990, while a signatory state of the Budapest Memorandum of 1994. As the UK government has been criticised strongly to Russian invasion to Ukraine, it would be useful to provide a British perspective on how the UK has been leading in shaping an international coalition to support Ukrainean war efforts.
