本研究は、東アジアの国際関係の中で、さまざまな現状変更を推し進める中国が、航空交通管制分野でどのような施策を構想し、実際にどのような措置を施しつつあるのかを解明しようと試みたものである。そのことは、今後の東アジアの安全保障環境の中で、日本がどのようにその安全保障を確実なものにするかという課題にとって、極めて有意義であるからである。日中間には重層的な往来があり、そしてその往来の一部は日中間に存在する東シナ海上空を経ている。したがって、中国によるその空域の統制・管制の実態を明らかにし今後を予測することは、日本の航空行政にとってばかりでなく、その安全保障政策にとっても不可欠な作業である。
研究代表者はこうした問題意識の下で、まず中国で公表されたさまざまな航空行政、航空交通管制に関する資料を収集し精査した。その結果、予想されたように、中国の民間航空機に対する航空交通管制においても、安全保障政策の観点が色濃く反映され、安全保障政策を目的とする措置が施されていることが明らかになった。また、多くの航空機運用者、航空交通管制関係者、航空関係機関からの意見聴取や現場の実状視察を通じて、中国の航空交通管制の水準が近年格段に向上しつつあるとともに、しかしそこには国際的な航空交通管制の基準や規則・手順と異なる部分があることも明らかになった。
これらの作業により、中国の航空交通管制領域における現状変更の試みは今後も継続的に続けられ、またそれは非常に着実かつ巧妙であることが推測された。
本研究により、中国の現状変更政策に対しては、多方面にわたる目配りが不可欠であり、とりわけいわゆる民間航空分野への注意と対応が東アジアの安全保障にとって極めて重要であるという結論を得た。
なお本研究の成果は、関係学会誌に発表すべく準備中である。
This study attempted to clarify what policies China, which is pushing for various changes to the status quo in international relations in East Asia, is planning in the field of air traffic control and what measures it is actually taking. This is because it is extremely significant in terms of the issue of how Japan can ensure its security in the future security environment of East Asia. There is a multi-layered flow of traffic between Japan and China, and some of this traffic passes over the East China Sea that exists between Japan and China. Therefore, clarifying the actual state of China's control and management of the airspace and predicting the future is an essential task not only for Japan's aviation administration but also for its security policy.

With this problem in mind, the principal researcher first collected and carefully examined various documents related to aviation administration and air traffic control published in China. As a result, as expected, it became clear that the perspective of security policy is strongly reflected in China's air traffic control of civilian aircraft, and measures aimed at security policy are being taken. Furthermore, through hearings with many aircraft operators, air traffic control personnel, and aviation-related organizations, and through on-site inspections, it became clear that while the level of China's air traffic control has been improving significantly in recent years, there are still some areas where it differs from international air traffic control standards, regulations, and procedures.
Through this work, it was predicted that China's attempts to change the status quo in the field of air traffic control will continue in the future, and that these attempts will be extremely steady and clever.
This research led to the conclusion that it is essential to keep a close eye on China's status quo change policy in all areas, and that in particular attention to and response to the so-called civil aviation sector is extremely important for the security of East Asia.
The results of this research are currently being prepared for publication in a related academic journal.
