本研究は、スペインとフランスに跨る地域で話される少数言語であるバスク語で書かれた文学（バスク語文学）が、過去数十年の間に世界のさまざまな言語に翻訳されるようになったことに着目し、そうした翻訳とその課題について考察しようとしたものである。少数言語による文学が他の言語に翻訳され、広く認知されることの意義を踏まえたうえで、これまでに行なわれてきた翻訳と、バスク語文学の翻訳を促進するために打ち出されてきた公的な政策の特徴を分析し、そのこれまでの成果と問題点、今後の課題を探った。
本研究の主な成果は、2000年代以降に実施されてきたバスク自治州政府文化省およびエチェパレ・インスティテュートによるバスク語文学の翻訳振興事業の変遷を調査・分析したことにより、翻訳出版助成をはじめとする翻訳振興政策が、ある文学の翻訳全体に見られる傾向を助長することもあれば、その是正に向けて働きかけることもできるということを、少数言語文学の文脈において明らかにした点である。また、翻訳振興政策は、文学作品の国際的流通への社会学的アプローチをとる文学研究および翻訳研究の領域（世界文学論と関係する）において近年急速に活発化しつつある研究分野だが、日本では翻訳政策（トランスレーション・ポリシー）というテーマ自体が認識され始めたばかりである。特に少数言語文学のような周縁的な領域においては、公的な政策が持つ影響力はかなり大きいと考えられるため、本研究は、翻訳振興政策の性質と可能性について考える重要な視点を提示することができたはずである。
なお、バスク語文学の翻訳振興政策をめぐる本研究の成果は、とりわけ改善が望まれる点に関して関係者にフィードバックを行なうほか、類似の研究を進めている現地の研究者とも共有し、今後の共同研究に繋げていく予定である。
This research focused on the translation of literature written in Basque —a minority language spoken in the region straddling Spain and France— into other languages around the world over the past several decades, and examined the challenges it faces. Considering the significance of the translation of literature in a minority language for its wide recognition, the characteristics of the previous translations and the public policies aimed at promoting the translation of Basque-language literature have been analyzed in order to examine their achievements, problems, and future challenges.
The main result of this research is an analysis of the evolution of translation promotion programs of the Basque Government's Ministry of Culture and the Etxepare Basque Institute since the 2000s. In the context of minority language literature, it has shown that translation promotion policies, including subsidies for translation, can either encourage or work to correct the overall (and sometimes undesirable) trend in the translation of a given literature. In the sociological approach to the international distribution of literary works in literary and translation studies, translation promotion policy is a rapidly growing field of study in recent years. In Japan, however, the topic of "translation policy" itself is only just beginning to be recognized. Since the influence of public policy in marginal fields such as minority language literature might be quite significant, it is expected that this study has provided an important perspective on the nature and potential of translation promotion policies.
The results of this research on the policies to promote translation of Basque-language literature will be fed back to those concerned, particularly with regard to areas in need of improvement. Similarly, some of this research will be further developed in collaboration with local researchers.
