現代社会において経済的保障の重要性が一段と高まる中、保険に対する必要性や社会的存在はますます大きくなっている。しかし、保険がどのような理念に基づいた存在であるのかについて、保険と相互扶助の関わりの中で意識することが少なくなっているように思われる。「保険は相互扶助か」という命題に対して繰り返し考察することは、保険研究者のみならず、社会全体で共通認識を得ておくことが、保険の健全な発展にとっては非常に有益である。
本稿では、クロポトキンの「相互扶助論」（1902）に立ち返って、改めて保険における相互扶助とは何かを考えてみた。そのうえで、保険プロテクションを引き上げるうえで、社会として相互扶助の意義と必要性を考察した。
人間は本能的に相互扶助を求めるものである。個人主義の社会に、相互扶助の場を作るためには、具体的な方策が必要である。クロポトキンが述べているように相互扶助とは、人間に本来的に具わっている「無意識の良心」をどうやって社会全体で呼び覚ますことができるかということである。
個人主義が重視される現代社会において、個人主義と相互扶助は、背反するもののように捉えられるが、保険制度を通じては両立可能である。個人主義が尊重される現代社会において相互扶助を実現するためには、保険制度は重要な役割を担う存在である。
「保険は相互扶助である」という文言が用いられる場合に、この言葉の前に、保険原理が存在することを忘れてはならない。保険の本質を捉えるとき、保険原理を重視しつつ、保険機能を最大限に引き出すかが重要であり、そこで生まれる相互扶助性は、現代保険の社会的意義を示す真髄である。
With the growing importance of economic security in today's society, the need for insurance and its social presence is becoming increasingly important. However, there seems to be less awareness of the philosophy on which insurance is based in the context of the relationship between insurance and mutual aid. Repeated reflection on the proposition "Is insurance mutual aid?" would be very beneficial for the sound development of insurance, not only for insurance researchers, but also for society as a whole to have a common understanding.
In this paper, we return to Kropotkin's "Theory of Mutual Assistance" (1902) and once again consider what mutual assistance means in insurance. It then considered the significance and necessity of mutual aid as a society in raising insurance protection.
Humans instinctively seek mutual assistance. In order to create a place for mutual aid in an individualistic society, concrete measures are needed. As Kropotkin stated, mutual support means how to awaken the "unconscious conscience" that is inherent in human beings throughout society.
In today's society, where individualism is highly valued, individualism and mutual aid may be seen as opposites, but they can be compatible through the insurance system. The insurance system plays an important role in realizing mutual assistance in a modern society where individualism is respected.
When the phrase "insurance is mutual assistance" is used, we should not forget that the insurance principle exists before this phrase. When capturing the essence of insurance, it is important to maximize the insurance function while emphasizing the insurance principle, and the mutual aid nature that emerges is the essence of the social significance of modern insurance.
