本研究では、昨年度に引き続き、滋賀県栗東市における伊勢講についての調査を行った。昨年度同様、収集済み史料の翻刻を進めた。ただし、COVID-19の影響が思いのほか緩和されず、現地調査は遠隔インタビューを除いては一切行えず、未収集史料は入手できなかった。
そこで、本研究が伊勢講にかんする調査ではなく、あくまで自治の基層についての研究であることを考慮し、当初予定よりも研究の範囲を広げた。具体的には、(1)当初調査地域における住居史の遠隔インタビューでの収集、(2)他の調査地域の新たな設定である。後者は、同じ滋賀県のうち甲賀市で1970年代前半に造成されたニュータウンである。当初調査地域が街道筋の集落で歴史が深いのに対し、そのニュータウンは半世紀ほどの歴史しか持たない。同ニュータウンの自治会報を網羅的に収集し分析することで、住民自治を一から作り上げた過程を分析できる。
いずれの地域においても収集資料のデジタルデータ化とそれに伴う分析は途上だが、本年度までの調査でわかったことを記す。
(1)伊勢講勘定帳の分析からは、昨年同様、調査地においては伊勢講が信仰集団として、あるいは新年会としてだけ機能してきたのではなく、共有地管理、納税等の機能を果たしてきたことが近隣伊勢講においても確認された。
(2)住居史調査からは、調査地においては、親族や近隣住民が立ち寄ることが前提となった間取りであったものが、建て替えによってそうした間取りが失われことが確認された。また、過去には同居家族を構成する世代数が多かっただけでなく、多世代家族間の交流が促されるような家事等の役割分担や共同があったこともわかった。
(3)ニュータウンの自治会報分析からは、自治会設立当初から一定の組織力や体系だった運営が成り立っていたことがわかった。これは労働組合等の経験が活用されたものと思われる。なお制作方法や複写方法などの変遷は、紙面構成や内容にも変化を与えるため、今後はマルチモーダル分析を要する。
In this study, we continued our research on the Ise-kō in Ritto City, Shiga Prefecture, from the previous year. As in the previous year, we proceeded with the reprinting of collected historical materials. However, the impact of COVID-19 was not unexpectedly mitigated, and we could not conduct any field surveys except for remote interviews, and could not obtain any uncollected historical materials.
Therefore, considering that this research is not about Iseko but about the base of self-governance, we expanded the scope of the research more than originally planned. Specifically, (1) the collection of residential histories in the original research area by remote interview and (2) the establishment of new research areas. The latter was a new town built in the early 1970s in Koka City, also in Shiga Prefecture. While the original survey area has a deep history as a settlement along an old main road, the new town has a history of only about half a century. By comprehensively collecting and analyzing the newsletters of the residents' association of the new town, we can analyze the process of creating the residents' autonomy from scratch.
Although the digitalization of the collected materials and the accompanying analysis are still in progress in both areas, the following is what we have learned from the surveys conducted so far this year.
(1) Analysis of the Ise-ko account ledgers shows that, as in the previous year, the Ise-ko functioned not only as a religious group or New Year's party, but also as a way of managing common land and paying taxes in the neighboring Ise-ko.
(2) From the survey of housing history, it was confirmed that the layout of the houses in the study area was designed for relatives and neighbors to stop by, but such a layout was lost when the houses were rebuilt. It was also found that in the past, not only was there a large number of generations in the family living together, but there was also a division of roles and sharing of household chores, etc., which encouraged interaction among multi-generational families.
(3) The analysis of the newsletter of the residents' association in New Town showed that a certain organizational strength and systematic management had been established from the beginning of the association. This seems to be due to the experience of the labor union. Since changes in production and copying methods also affect the composition and content of the paper, multimodal analysis will be required in the future.
