日露関係の進展を阻む最大要因が、北方領土問題であるが、そもそも、北方領土問題の位置付けは日露間で大きく異なり、北方領土に対するロシアの実効支配は深まる一方である。そこで、本研究は、北方領土問題の「問題の所存」や「現状」を分析するとともに、諸外国の領土問題の解決や妥協の事例などを検討することにより、可能な解決シナリオを多面的に提示し、日露関係改善の道筋を学術的に提起することを目的とし、現地調査と文献調査によって研究を進めてきた。
最終年度である3年目となる今年度は、ロシアが北方領土問題を、対米・対日ハイブリッド戦争（正規戦、非正規戦を組み合わせた軍事戦略）に利用しているという仮説に基づき、本来であればロシアでの現地調査を予定していたが、新型コロナウイルス問題でロシアへの渡航ができなくなった一方、９月にオンラインで15人のロシアの専門家にインタビューしたほか、日露間ないし日露米間の専門家による意見交換会に6回参加し、北方領土問題についての議論を行うこともできた。
他方で、北方領土を「日本の国境離島」と位置付ける視点を新たに導入し、ロシアの近年の北方領土や極東の軍拡動向に鑑み、日本の国境離島の安全保障を検討する試みも始めた。具体的には、中国や韓国の脅威に晒されている長崎の国境離島での現地調査を行い、国境離島としての北方領土の意味、講ずるべき対策などを検討するための示唆を得た。
加えて、2020年には、アゼルバイジャンとアルメニアの間のナゴルノ・カラバフ紛争が再燃したため、その研究を深め、諸外国の領土問題の検討材料として、知見を深めた。
2020年度は、コロナ禍により、現実の外交の動きは極めて少なく、北方領土問題でも動きはほとんどなかったと言って良いが、ロシアのマスク外交・ワクチン外交など、NATOがロシアの「ハイブリッド戦争」と位置付ける動きは極めて活発であった。そのような中で、北方領土問題をロシアのハイブリッド戦争と絡めて考える必要はさらに増したと考える。今年度はロシアのハイブリッド戦争に関する単著を出版し、ロシアのハイブリッド戦争と北方領土問題の関連についても指摘した他、ナゴルノ・カラバフ紛争に関する多くの研究発表を行い、領土問題の事例研究をかなり深めることができた。
The most serious obstacle to the development of Japan–Russia relations is the Northern Territories issue, but in the first place, the position of the Northern Territories issue differs between Japan and Russia widely, and Russia's effective control over the Northern Territories is increasingly deepening. Therefore, this study analyzed the "real problem" and "current situation" of the Northern Territories issue and examined cases of solutions and compromises of territorial issues in other countries, thereby creating a multifaceted solution scenario. In the three years between 2018 and 2020, I conducted research through field surveys and literature reviews with the aim of presenting and academically proposing ways to improve Japan–Russia relations.

In 2020, the final year of the three years, my research was based on the hypothesis that Russia is using the Northern Territories issue in the "hybrid warfare" against the United States and Japan. I planned to conduct a field survey in Russia, but I could not because of the Covid-19 problem. Thus, I interviewed 15 Russian experts online in September, and I participated in six discussion meetings between Japanese experts and Russian experts on the Northern Territories issue.

On the other hand, I focused on the new point of view that the Northern Territories are "Japan's border islands." In recent years, Russia has been strengthening its military presence in the Northern Territories and the Far East, and I thought that we should consider the security of Japan's border islands. Therefore, I conducted a field survey on the border islands of Nagasaki prefecture, which are under threat from China and South Korea. This provided some important suggestions for examining the meaning of the Northern Territories as border islands.

In addition, in 2020, the second Nagorno–Karabakh war between Azerbaijan and Armenia occurred, so I analyzed this war very carefully and deepened the case for examining territorial issues in other countries.

In 2020, due to Covid-19, there was very little movement in actual diplomacy, and it can be said that there was almost no movement on the Northern Territories issue, but NATO insists that Russia has been engaging in "hybrid warfare" using Russia's "mask diplomacy" and "vaccine diplomacy." Under such circumstances, I think it has become even more necessary to consider the Northern Territories issue in connection with Russia's hybrid warfare. This year, I published a book on Russia's hybrid warfare, pointed out the relationship between Russia's hybrid warfare and the Northern Territories issue, and wrote many articles and gave presentations on the Nagorno–Karabakh conflict as a case study of territorial issues. Thus, the result of this research was fruitful.
