本研究の目的は、ネパールにおける防災-公衆衛生プラットフォーム推進に必要となる ICT 環境の構築のために必要となるシステムの 要件を抽出し、災害時に看護師をはじめとする医療職がタイムリーに被災地のヘルスリスク調査を行うことを可能とするシステムを構築するための基礎的情報を得ることである。

本研究では、ネパール看護協会が実施しているトレーニングを受けた 災害看護師が、災害時に適時にヘルスリスクのモニタリングを実施するためのモバイル情報システムを構築し、開発したシステムの試験的利用と評価をおこなった。

今年度は、新型コロナウイルスの蔓延のため、ネパールを訪問しての評価をおこなうことができなかった。そのため、2020年12月および3月にネパール看護協会とのワークショップを開催し、オンラインでの評価をおこなった。また、その間も継続的にヒアリングをおこなった。

ネパールにおいても新型コロナウイルスの蔓延が課題となっており、感染拡大を防ぐためには家族や地域コミュニティ単位でのヘルスモニタリングが重要であること、および、効率的なヘルスモニタリングのためには、スマホアプリ等のICTツールを活用したヘルスモニタリングが有効であることが指摘された。また、情報通信環境は地域によって格差が大きいことから、十分な情報通信環境を持たない農村部でも情報の入力が可能となるシステムが必要とされていることがわかった。さらに、収集した情報を活用するためのデータ可視化機構や、ダッシュボード機能が求められていることが明らかになった。地域の保健を担う看護師・保健師の中にはアプリの利用に慣れていない者、情報を活用する意義についての教育を受けていない者もいることから、アプリの利用方法に関するトレーニングと、情報活用に関するキャパシティビルディングが必要であり、現地でそのようなトレーニングを担う人材の育成が今後の課題であることが明らかになった。
The purpose of this study is to identify the system and operational requirements for the establishment of an ICT environment necessary for the promotion of a disaster management-public health platform in Nepal and to obtain basic information for the development of a system that will enable nurses and other health professionals to conduct health risk surveys in disaster-affected areas on time.

In this study, we developed a mobile information system to enable disaster nurses trained by the Nepal Nurses Association to conduct timely health risk monitoring during disasters.

This year, due to the spread of COVID-19, we could not visit Nepal to conduct the evaluation. Therefore, we held an online workshop with the Nepal Nurses Association in December 2020 and March 2021 for evaluation, followed by a couple of additional interviews.

It was pointed out that the spread of COVID-19 is an issue in Nepal and that health monitoring at the family and community level is important to prevent the spread of infection. It was also pointed out that health monitoring using ICT tools such as smartphone apps is effective for efficient health monitoring. Also, since there is a large disparity in the information and communication environment in different regions, it was found that there is a need for a system that enables the input of information even in rural areas that do not have an adequate information and communication environment. Also, a data visualization mechanism and a dashboard function are required to utilize the collected information. Since some nurses and public health nurses responsible for community health are not familiar with the use of the application and have not been educated on the significance of using the information, training on how to use the application and capacity building on the use of information are necessary. Therefore, training on how to use the application and capacity building on information utilization is necessary. The development of human resources who can provide such training locally is an issue for the future.
