1) わが国では、GHQの意向が反映された1950年の港湾法にもとづいて地方公共団体が港湾管理者となった。この制度は、アメリカのポート・オーソリティに倣ったものであるが、同時に国の関与も残されたため、戦後の港湾政策は国と地方の間で揺れ続けた。
2018年7月、港湾計画の長期構想である「PORT 2030」が公表された。これは、2030年の港湾のあるべき姿を描いており、地方港湾の管理者がこの構想を政策に反映させるかが今後の課題である。そこで、筆者が座長を務めた研究会は、地方港湾に対する処方箋となる考え方や国内外の事例を１冊の書籍にまとめた。
2) わが国では、神戸市が神戸空港の民間委託に際し、空港特別会計を廃止し、民営会社の運営権対価を港湾特別会計に繰り入れている。これは、空港利用者から港湾への内部補助に等しい。では、アメリカの空港と港湾をもつ港湾管理団体は、どのような対応をしているのか。現状を知るため、アメリカのシアトル港湾区で調査を実施し、その成果も加味した以下のような論文を投稿する予定である。
1911年に創設されたシアトル港湾区は、シアトル市とは独立した地方政府である。港湾区の運営するシアトル＝タコマ空港は黒字を計上しているものの、港湾は赤字である。しかし、連邦政府は空港資金の他目的への流用を禁止しているため、港湾への内部補助は認められない。その代わり、港湾区は州法にもとづき、①財産税の徴収、②一般財源保証債の発行および③開発によるリース収入によって維持されている。つまり、港湾区の港湾は会計を独立して管理して透明性を保ちつつ、公的サポートによって維持されている。他方、港湾間競争が激化するシアトル港は、2015年に近隣のタコマ港とコンテナ機能を統合し、新組織を結成した。これは収入を50:50で配分する完全な統合である。効率の改善も意図した統合は、港湾の活性化策として注目され、日本の港湾政策への示唆ともなる。
1) The Port Act was acted in 1950 in Japan.  The General Headquarters (GHQ) intended for local governments to manage ports in Japan, but the involvement of the national government remained. Subsequent port policies continued to fluctuate between the national and local governments.
"PORT 2030", the long-term concept of the port plan, was announced in July 2018.  This describes how the port should work in 2030, and it will be an issue for the future whether the local governments that manage ports can make use of the content.   Therefore, a research group will publish a book with the aim of it becoming a prescription or example of a local port (to be published in May).
2) Kobe City has abolished the airport special account by privatizing Kobe Airport and has decided to transfer the revenue from the operating rights paid by the Kansai Airports Group (special Purpose Company) to the port special account. This means internal assistance from airport users to the port.
What accounting system of management organizations have airports and ports in the United States is being adopted?  In September 2019, the applicant visited the ports of Seattle to learn about its operations management.
The Port of Seattle, founded in 1911, is a local government independent of the city of Seattle. Although the Seattle-Tacoma airport makes profit and the port runs a net deficit, the Port of Seattle manages its port and airport accounts separately every year as U.S. Code Title 49 prohibits airport revenue diversion.  Instead, the port is maintained through (1) collection of property tax, (2) issuance of general obligation bonds, and (3) lease revenue from development.  In other words, the port is maintained by public support.  Because the Port of Seattle has long been competing with other ports on the Pacific Coast, the volume of containers it handles had declined.  Therefore, the Port of Seattle chose to form a new organization in 2015 by integrating container functions with the neighboring Port of Tacoma. This is a perfect integration that distributes income equally between the two ports.
