今年度は、政治的・社会的・学術的貢献度が極めて高い研究成果を残せたと考える。
8月に、ビザなし交流に参加させていただく機会を得て、北方領土の国後島、色丹島を訪問した。現地で素晴らしい研究成果を得られただけでなく、現地のロシア系住民やジャーナリストとの交流や対話から、北方領土の現実を知ることができた。北方領土に関し、それまで考えていたよりもずっと広範囲かつ効果的にロシア化・近代化が進んでいる状況を如実に観察し、また、現地のロシア系住民の意識がロシア政府への信頼を強める一方、日本への返還を極度に嫌悪するように変わっている状況を目の当たりにし、日本のアプローチの修正の必要を感じた。
これら現地での経験に加え、様々な文献研究を並行して行い、ロシアとエストニアの領土問題の研究を日本の事例と比較する形で口頭発表を行ったり、北方領土問題と日露関係についての研究報告を国際学会や国際会議で多数行ったり、日本語および英語の記事やエッセーの形でも発表した。加えて、8月に出版した中露関係を扱った拙著では、中露関係やロシアの安全保障問題からも、北方領土がロシアにとって大切であることを指摘するなど、北方領土問題の様々な見方を提供できたと考える。
さらに、ロシアのその他の領土問題と北方領土問題の比較を進めるとともに、北方領土を管轄し、かつ、かつては日本の領土だった樺太の問題も同時に検討を進めてきた。
本研究成果は、ロシア人をはじめとした海外の研究者から高く評価され、日本のメディアでも多数取り上げられ、複数筋の政府関係者からも歓迎されている。特に2018年11月に「2島返還」オプションがクローズアップされた際には、筆者が執筆した記事が多方面から大きな注目を浴びた。本研究はまだ研究途上であるが、まずは１年目に意義がある結果を出せたと考えている。
I have achieved high research results with political, social and academic contributions this year.

In August 2018, I had a chance to visit Kunashiri Island and Shikotan Island by participating in the visa-free exchange flamework. I could make the good result of the research though the field research and discussion with the residents, journalists and so on understanding the reality of the current situation. I clearly observed the reality of the Russification and the modernization of the Northern Territories. In addition, the residents' feelings are radically changing; and people have great trust to the Russian government, on the other hand, they are opposing against the returning to Japan.

In addition, I also analyzed this issue by literature studies. Then I had many oral presentations in Japan and in Europe. The themes of these presentations were comparative studies of the Russian territorial problems such as the compering the cases of Estonia and Japan, the Japan-Russia relations focusing on the Northern Territory issues and so on. In addition, I wrote many reports concerning the Northern Territory issue in English and in Japanese. Furthermore, I published a book concerning Russia-China relations in Eurasia, and it also includes the meaning of the Northern Territory from the Russian security point of view. Then, I could provide many points to think about Northern Territory issue.

I think the results of this research were regarded by many foreign researchers including Russian researchers. My works have been widely cited in the Japanese media, and have been welcomed by several government officials. Especially in November 2018, when the "2 island returning" option was highlighted, my article drew much attention from various media.
This research is currently in progress, but I think that I could attain the Remarkable achievements in the first year.
